Abstract

The end of 2019 marked the beginning of the discovery of a new type of Novel Coronavirus (2019-nCov) which was later called Covid-19. The emergence of this virus has so far become a pandemic and has hit the entire world, including Indonesia. The Covid-19 pandemic has not only attacked the health and survival of humans, but also the economy. Indonesia, which is also affected by the Covid-19 pandemic, is experiencing slowing economic growth. Even the government and several economists predict that Indonesia will experience negative economic growth. Therefore, the government is trying to create a new habit called "New Normal" so that Indonesia does not experience a crisis from the impact of the Covid-19 pandemic. Prior to the Covid-19 pandemic, the government had made a medium-term strategic development target or the 2020-2024 Medium-Term Development Plan (RPJM) with targets, results and also planned programs. With the Covid-19 pandemic, the government needs to review the targets and programs in the 2020-2024 RPJM because all programs are focused on accelerating recovery due to the Covid-19 pandemic. The government has several alternatives for implementing the 2020-2024 RPJM program. 1. Changing all plans and programs in the 2020-2024 RPJM, 2. Sticking to the initial 2020-2024 RPJM plans, 3. Replacing some of the plans and programs in the 2020-2024 RPJM as needed in order to accelerate recovery due to the Covid-19 pandemic.
